We understand the notion of the 'Site' as a Social, Ideological Temporal, Entity (SITE). Design begins by processing a layered approximation of these four aspects. The proposal is built around three broad programmes: Memorial (with Museum), Institute for Social and Religious  Research and Public Plaza. Visibility from the Mahim Bay and an interactive city edge become important urban design considerations.
